Since m1 and m2 are not explicitly defined to be different from each other, they will be inferred to be same due to the cardinality restriction. However, in many cases, the reason to use functional properties is not to draw this inference, but to detect an inconsistency. When the information about instances are coming from multiple sources we cannot always assume explicit inequalities will be present. In these scenarios, there is a strong need to use OWL as an Integrity Constraint (IC) language with closed world semantics.
